    Payoneer Workforce Management is worth a demo if you're hiring a handful of people abroad and price matters. Its published EoR starting price of $199 per employee a month is well below the $599 to $699 that Deel, Remote and Oyster list, and its contractor tools start at $19. Behind that headline, though, Payoneer publishes less than its rivals: prices vary by country and role, one of its own pages says EoR starts at $249, and deposits, minimums and contract terms aren't published. It doesn't say which countries use its own legal entities, its security page doesn't say whether its audits cover this product, and we found no public API docs. We score it 8.1/10.

    What Is Payoneer Workforce Management?

    Payoneer Workforce Management (WFM) is a global hiring platform. Payoneer says it acquired Skuad in 2024 and rebranded it as WFM, and its pages state that the services are provided by Skuad Pte Limited, a Payoneer group company, and its affiliates. In January 2026 Payoneer also bought Boundless, an Ireland-based employer of record, which it says has joined WFM. The product has three parts. Employer of Record (EoR) employs workers on your behalf in countries where you have no entity, handling contracts, payroll, tax, benefits and compliance. Agent of Record (AoR) classifies and onboards contractors and takes on compliance for them. The Contractor Management System (CMS) handles contracts, invoices, approvals, timesheets, expenses and tax forms. The old skuad.io site is still online with a banner pointing to WFM.

    Employer of Record

    WFM's EoR handles employment contracts, payroll, tax and benefits administration and compliance tracking, which Payoneer says is done by in-house experts. It says onboarding typically takes 5 to 7 business days. Background checks, visas (in select countries, for EoR clients only), equipment and coworking space are offered through local partners; the EoR page calls background checks included in one place and a paid add-on in another.

    AoR covers contractor classification, onboarding and contracts, with Payoneer taking on compliance for the engagement. Monthly invoices are generated automatically, but only for fixed-term contractors.

    WFM's starting prices are the lowest of the well-known providers we compared: EoR from $199 per employee a month against $599 at Deel, $699 at Remote and Oyster and $399 at Pebl (formerly Velocity Global). The catch is how much isn't published. Payoneer says the EoR fee varies by country and role, its EoR landing page shows $199 in the headline and FAQ but 'Starts at $249' in its pricing section, and it doesn't publish deposits, minimum terms, contract length or a payroll-only price. Payoneer says there's no onboarding or offboarding fee and mentions volume discounts and annual or monthly billing. Employer costs such as salary, statutory contributions and benefits are paid on top of any EoR fee with every provider. Get a written quote per country that lists the fee, deposit and notice terms.

    What WFM's starting prices add up to

    These are our calculations from Payoneer's published starting prices on October 10, 2026, not quotes. Real prices vary by country and role, and salaries, employer taxes, benefits and any deposit are extra.

    Calculation 1, three EoR employees. 3 × $199 = $597 a month ($7,164 a year) at the lowest published rate, or 3 × $249 = $747 a month ($8,964 a year) at the rate on Payoneer's EoR landing page.

    Calculation 2, the same three employees at listed competitor rates. Deel at $599 is $1,797 a month; Remote and Oyster at $699 are $2,097.

    Calculation 3, ten contractors. On CMS, 10 × $19 = $190 a month. On AoR, 10 × $99 = $990 a month.

    Before you sign

    What Payoneer doesn't publish about WFM

    Entity coverage. Payoneer's pages say it uses its own legal entities but don't say in which countries, or where it relies on partners. Ask for the employing entity in each country you hire in.

    Security scope. Payoneer's Security Center cites PCI DSS Level 1 and SOC 2 Type II and SOC 1 Type II assessments, but doesn't say whether they cover WFM, which is delivered by Skuad Pte Limited. Ask for the report that covers this product.

    API. One page mentions API support, but we found no public WFM API documentation; the Skuad integrations FAQ says to contact the team.

    Consistent numbers. Payoneer's pages give 160+, 110+ and 190+ countries, 70+ currencies and G7 currencies, and 20+ and 17+ languages.

    This is an editorial review, not a documented hands-on test. We didn't use a WFM account or book a demo. It's based on Payoneer's Workforce Management, EoR, AoR, CMS and EoR landing pages, its January 2026 Boundless press release, the skuad.io site and integrations page, and Payoneer's Security Center, all checked on October 10, 2026. We didn't use the reported Skuad deal value because it doesn't appear on an official Payoneer page we could open. The cost scenarios are our calculations from published starting prices.
